The declaration of the Coordination Council of Iran Teachers’ Trade Associations statement
Since 2000, UNESCO has designated Esfand 2 (February 21) as the Day of mother`s Tongue commemorate and safeguarding the linguistic and cultural diversity. The Significance of this matter is based on the worldwide statistics that 43% of the world languages are in danger of extinction. In addition, UNESCO research shows that mother-tongue instruction in the early stages leads to greater children's success learning at school and greater parental involvement in improving the quality of education.
The extent of the significance of this matter is so much so that even UNESCO considers mother tongue education in public education as a human right and one of the preconditions for combating illiteracy. The international community has also recognized the importance and necessity of mother tongue education and they recognized it as a fundamental human right. In several treaties and declarations which prepared by the international authorities, both stating the rights of individuals in their mother tongue education, the positive and negative obligations of governments in recognizing this right have been emphasized.
Article 27 of the International Covenant on Civil and Political Rights, adopted by the UN General Assembly on December 16, 1996, then Article 30 of the Convention on the Rights of the Children were adopted by the UN General Assembly on November 20, 1989.Also, Article 4 of the Declaration of the Rights of Individuals Adopted by the UN General Assembly on December 18, 1992, Article 52 of the 1996 Universal Declaration of Linguistic Rights and the UNESCO Charter for the Mother Tongue are among these international treaties, which explicitly oblige member states to strengthen teaching the mother tongue of ethnic groups. And governments are encouraging to produce and distribute all the necessary resources, materials and equipment for mother tongues.
The Government of the Islamic Republic of Iran, as a member of the United Nations, is obliged to pursue and implement these treaties. In addition, Article 15 of the Constitution of the Islamic Republic has clearly and explicitly stated in this regard:
"The use of local and ethnic languages in the press and mass media and the teaching of their literature in schools is free alongside the Persian language albeit in practice government does not follow suit."
Therefore, the Coordination Council of Iran Teachers’ Trade Associations, while congratulating the International Mother Language Day to all Iranian ethnic groups, considering its duty to emphasizing the right to education in the mother tongue. They argue that a sense of territorial belonging and national solidarity can only be achieved through the spread of cultural equality among all Iranian ethnic groups, and respecting for the mother tongue for all Iranian ethnic groups is a prerequisite for cultural equality.
