A general observation:

Using merchant ships dragging an anchor is a low cost, low tech, effective, and deniable method of sabotaging seafloor infrastructure.

There are no easy solutions available to counter such a threat.

@SisyphusUnleas: One can easily find the ship afterwards but, if intentionally done, finding the actor who orchestrated it isn't easy.

Loss of and dragging of anchors isn't uncommon, so it's a very useful cover story.

It is also deniable in the way that, thinking prevention, any ship, regardless of flag, could be a potential culprit.

@Fahlan70: As @Rebel44CZ says in his reply, this is covered by the ship's insurer.

Loss of and dragging anchors is common. If you search for it, there's a lot of loss prevention material from marine insurance companies, also from classification societies such as DNV, to be found online.
