@TarasChuprynk This isn't about whether a Navy is legal or not, but for a blockade to be legal, it has to be effective and that means one needs resources, in main warships or aircraft. And one can't just sink an occasional random merchant ship.

@TarasChuprynk I don't think one can maintain a legal blockade with USV as they can't board, inspect, divert or capture a merchant ship, only attack.
