Stop Killing Games law is now going to be voted for in California. ESA (video game companies lobbying group) tried to put it down and failed.

If the law will be applied (and it's getting traction among ones who will vote), all new games available in California will have to either introduce a valid offline mode, provide a solution for user-hosted servers, or refund every single customer in case of closure.

It will be illegal to sell or monetize games 60 days before servers shutdown. And the warning about that should be announced clearly at least 60 days prior the closure.

ESA insists it's impossible due to security reasons (anticheat systems, commercial modules which can't be shared or sublicensed, and so on).

After the initial approval, California State Assembly fully passed AB 1921 (a huge win for Stop Killing Games):

All new games available in California will have to either introduce a valid offline mode, provide a solution for user-hosted servers, or refund every single customer in case of closure.

It will be illegal to sell or monetize games 60 days before servers shutdown. And the warning about that should be announced clearly at least 60 days prior the closure.

Bill does not apply to free-to-play games, subscription-based titles, or existing offline single-player games. So, publishers are left with some options to phase out.
