Putin in a statement following negotiations with Kim Jong-un:

“As a result, a new state Treaty on a Comprehensive Strategic Partnership was signed. I agree that this is a truly breakthrough document, reflecting the desire of the two countries not to rest on their laurels, but to raise our relations to a new and qualitative level.”

Putin on the refusal to recognize Western sanctions against DPRK:

“We oppose the practice of applying politically motivated sanctions and restrictions. These illegitimate actions only undermine the global political and economic system. Despite external pressure, our countries are successfully developing on a sovereign and independent basis. We have provided and will continue to provide each other with every possible support as true friends and good neighbors. We will also continue to counteract the very practice of sanctions strangulation as a tool that the West is accustomed to using in order to maintain its hegemony in politics, economics and other areas. In this context, I note that the indefinite restrictive regime of the UN Security Council regarding the DPRK, inspired by the United States and its allies, must be reviewed. The propaganda cliches reproduced over and over again by Westerners are no longer able to disguise their aggressive geopolitical plans, including in the region of North-East Asia.”

Putin on the supply of modern weapons systems to the DPRK:

“The Comprehensive Partnership Agreement signed today also provides for the provision of mutual assistance in the event of aggression against one of the parties to this document. I would like to draw your attention to statements by the United States and other NATO countries about the supply of F-16s and other high-tech weapons and equipment for striking Russian territory. Actually, this is not only a statement, it is already happening. All this is a gross violation of the restrictions assumed by Western countries within the framework of various international obligations. In this regard, Russia does not rule out the development of military-technical cooperation with the DPRK in accordance with the document signed today.”

Putin:

“Korean friends take an objective and balanced position on the topic of Ukrainian settlement and understand the true and initial causes of the crisis. This line of the Korean leadership is another clear confirmation of a truly independent, sovereign course.”

Kim Jong-un:

“This agreement between the two countries presents itself as a document of a very constructive perspective, an exceptionally peace loving and defensive character, called to protect and defend the fundamental interests of the people of the two countries.
And I do not doubt that it will become a moving force, the fastest creation of the new, multi-polar world, free of slavery, hegemony and violence.”

Kim Jong-un:

“I would like to express my gratitude to all of you for being with me today.

At this moment, when the entire world is paying attention to Pyongyang, I stand with Russian comrades, the most honest friends, and comrades-in-arms, in this ceremonial hall. This causes deep emotions in me.

We, the President of Russia Vladimir Putin and I, signed a treaty on strategic partnership between the Korean People's Democratic Republic and the Russian Federation, which will continue to be a part of the development of social relations between the two countries. This is an important event.

As the chairman of the People's Republic Republic, I am here with the President of Russia, and I am proud to say that we have achieved a great deal.

The relationship between our two countries has become a further perspective and a positive development for the progress of the two countries and the expansion of the positive development of the two peoples through active cooperation in different areas, including politics.”
