Shaykh al-Islam 'Abd al-'Aziz Ibn Baz (d.1420H) was asked: "Is it recommended to specify a day in mid-Sha'ban for fasting?"
He replied: "Specifying the day corresponding to the middle of Sha'ban for fasting is disliked and there is no evidence for it."
Refer to Majmu' al-Fatawa (10/385) of Ibn Baz.

The Ruling on Specifying the Middle Night and Day of the month of Sha'ban with Prayer and Fasting
Shaykh Ibn 'Uthaymin (d.1421H) - رحمه الله - said,
"The correct view is that fasting the middle of Sha'ban or specifying it with recitation or remembrance has no basis. The middle day of Sha'ban is like the middle days of the other months."
Refer to Majmu' Fatawa (20-23)
Shaykh Ibn 'Uthaymin (d.1421H) - رحمه الله - said,
"Fasting the middle day of Sha'ban specifically is not a Sunnah and if fasting it is not a Sunnah, then it is a bid'ah (innovation), because fasting is worship. So when its legislation is not confirmed, then it is an innovation."
Refer to Majmu' Fatawa (20-26).
