В преддверии форума начинаем серию публикаций полезной литературы по тематикам сессий «Примаковских чтений».

🔜 Начнем с первой сессии «Политические риски для мировых энергетических рынков» 

🔵В. Миловидов. «Зловещая долина устойчивости»: продолжит ли мировая экономика расти?

В статье показано возникновение новой концепции развития общества, антагонистичной идее экономического роста. Рассматривается смена акцентов в политических программах наиболее популярных среди массового электората партий, которые также во все большей степени защищают снижающиеся темпы экономического роста. Смена ценностей оказывается дополнительным фактором, который в долгосрочной перспективе обусловливает замедление темпов экономического роста. Роль концепции устойчивого развития ESG оказывается отрицательной для дальнейшего прогресса. Снижение темпов экономического роста одновременно с активным продвижением задачи энергетического перехода способствуют образованию диспропорций в инвестиционно-финансовой сфере, в долгосрочной перспективе способных привести к надуванию финансовых пузырей.

🔵 Перестройка мировой энергетики в условиях экономического и политического кризиса / под ред. С.В. Жукова.

В сборнике работ по результатам международной молодежной конференции Центра энергетических исследований ИМЭМО РАН и Факультета международного энергетического бизнеса РГУ нефти и газа (НИУ) имени И.М. Губкина рассмотрены проблемы трансформации мировой энергетики под влиянием экономического и политического кризиса и в условиях продвижения энергетического перехода.

🔵 “The Uncanny Valley” of Sustainability: Will World Economy Keep Growing? by Vladimir Milovidov

The article shows the emergence of a new concept of social development, antagonistic to the idea of economic growth. It examines the shift in emphasis in the political programmes of the parties most popular with the mass electorate, which are also increasingly defending the declining rate of economic growth. The change in values proves to be an additional factor responsible for the slowdown in economic growth in the long run. The role of the new ESG concept of sustainable development turns out to be negative for further progress. The slowdown in economic growth rates together with the active promotion of the energy transition contributes to the imbalances in the investment and financial area, which in the long term threatens to inflate financial bubbles.

🔵 Restructuring the World Energy Sector in the Context of the Economic and Political Crisis by Stanislav Zhukov

The compendium of works presented at the international conference of young scholars, organized by the Center of Energy Studies, IMEMO and Faculty of International Energy Business of Gubkin Russian State University (NRU) of Oil and Gas, covers problems of transformation of the world energy sector in the context of economic and political crisis and promotion of energy transition.

Книга российских исследователей посвящена осмыслению сложных правовых, военно-политических и экономических аспектов международных отношений в районе Восточного Средиземноморья, где пересекаются Европа, Ближний Восток и Северная Африка. На примере интересов и амбиций различных региональных и глобальных игроков авторы предприняли первую в отечественной научной литературе попытку монографического исследования причин и последствий становления Восточного Средиземноморья в качестве особого международно-политического субрегиона.
 
🔵Звягельская И.Д. Новый регионализм и старые проблемы Ближнего Востока
 
На Ближнем Востоке регионализация испытывает воздействие достаточно противоречивых тенденций, поскольку регион всегда считался высококонфликтным, малоподверженным изменениям. Именно конфликты становились системообразующими элементами, по-своему стягивавшими это пространство и обеспечивавшими выстраивание коалиций и альянсов. Внутригосударственные противостояния, большая часть которых приобрела характер быстро интернационализирующихся конфликтов, и общий рост милитаризации по-прежнему присущи Ближнему Востоку.

В статье анализируются роль и значение стран Ближнего Востока в современном мире, упоминается историческое прошлое региона как колыбели нескольких древнейших цивилизаций и трех мировых религий, одного из важнейших политических, экономических, религиозных и культурных центров нашей планеты. Автор отмечает, что за влияние на Ближнем Востоке тысячелетиями шла ожесточенная борьба так называемых претендентов на мировое господство.
 
🔵Сурков Н.Ю. Арабский мир в поисках ответов на вызовы 2022 года
 
В статье анализируются основные тренды развития арабских стран, которые проявились или получили продолжение в 2022 г. Особое внимание уделяется реакции ближневосточных государств на украинский кризис и его влиянию на региональные процессы. Отмечается стремление арабского мира к большей самостоятельности в вопросах обеспечения региональной безопасности, в частности, за счет поиска новых стратегических партнеров.

🔵Звягельская И.Д. Ближневосточные государства действуют в тренде многополярности

Кровавый конфликт между Израилем и ХАМАС, кажется, заслонил или отодвинул на второй план все другие события на Ближнем Востоке. Действительно, происходящее не имеет аналогов в истории затяжного палестино-израильского противостояния. Можно полагать, что нынешний кризис на протяжении еще сравнительно долгого времени будет доминировать в ближневосточной повестке и оказывать влияние на весь регион. Но разразившийся кризис не означает сворачивания ранее наметившихся трендов в развитии региона, хотя некоторые из них сейчас поставлены на паузу.

The book by a team of Russian scholars is exploring the complexity of legal, political, military and economic aspects of international relations in the Eastern Mediterranean as a cross point of Europe, the Middle East and North Africa. Using the interests and ambitions of various regional and global actors as an example, the authors made the first attempt of the domestic research to conduct a monographic study of the causes and consequences of the emergence of the Eastern Mediterranean as a special international and political sub-region.

🔵I.D. Zvyagelskaya. New Regionalism and Old Issues in the Middle East

Regionalization in the Middle East is affected by contradictory trends, as it has always been considered a highly conflict-prone zone, little affected by changes. The conflicts themselves have become the system-forming elements, which in their own way tightened this space and ensured the building of coalitions and alliances. Intra-state conflicts, most of which have become rapidly internationalizing confrontations, and the general increase in militarization are still eminent characteristics of the Middle East.

The article analyzes the role and importance of the countries of the Middle East in the modern world, mentions the historical past of the region as the cradle of several ancient civilizations and three world religions, one of the most important political, economic, religious and cultural centers of our planet. The author notes that for millennia there was a fierce struggle of the so-called pretenders to world domination for influence in the Middle East.

🔵 N.Y. Surkov. The Arab World in Search of Responses to the Challenges of 2022

The article analyzes the main trends that have emerged or continued in the Arab countries in 2022. Special attention is paid to the reaction of the Middle Eastern states to the Ukrainian crisis and its impact on regional processes. The author notes the desire of the Arab world to achieve greater independence in the sphere of regional security, in particular through the search for new strategic partners.

🔵 I.D. Zvyagelskaya. Middle Eastern States are acting on the trend of multipolarity

The bloody conflict between Israel and Hamas seems to have overshadowed or pushed all other developments in the Middle East into the background. Indeed, what is happening is unparalleled in the history of the protracted Palestinian-Israeli confrontation. We can assume that the current crisis will dominate the Middle East agenda and influence the entire region for a relatively long time to come. The unfolding crisis, however, does not mean that earlier trends in the region’s development are being reversed, although some of them have now been paused.

🔵Лукин А.В. Американо-китайский конфликт в свете истории
В статье рассматривается конфронтация между США и КНР в контексте истории международных отношений и цивилизационных экспансий. По мнению автора, современный американо-китайский конфликт не является ни чисто цивилизационным, ни геополитическим, но свидетельствует о вступлении цивилизационно единого вестернизированного мира в период политической раздробленности, что на современном внешнеполитическом языке именуется переходом от однополярности к многополярности.

🔵Ломанов А.В. Предвидеть «лебедя», заметить «носорога»
В статье рассматриваются возможные траектории внутриполитического развития Китая после XX съезда Коммунистической партии. Сравнивая различные сценарии политического развития, предложенные западными экспертами, с последними заявлениями Си Цзиньпина, автор приходит к выводу, что шансы на либерализацию и демократизацию страны невелики. Пекину предстоит завершить модернизацию в условиях нарастающей конфронтации с Западом. Если Коммунистическая партия Китая решит эту задачу, сохранив приемлемые темпы роста и социальную стабильность, Китай сможет изменить не только себя, но и весь привычный мировой порядок.

🔵Ломанов А.В. От воссоединения к национальному возрождению: современный китайский взгляд на проблему Тайваня
Материал представляет собой комплексный анализ политики КНР в отношении Тайваня на современном этапе. Отмечается, что прежние надежды материкового Китая на достижение воссоединения с опорой на материальную мощь и перспективы экономической интеграции сталкиваются с непредвиденными препятствиями, все большее значение обретают проблемы политики и культуры. Используемые Пекином старые инструменты неконфликтного сближения с островом быстро утрачивают эффективность, тогда как создание новых механизмов запаздывает.

🔵Данилин И.В., Квашнин Ю.Д., Кислицын С.В. Евросоюз и Китай в меняющемся мире.
В статье рассматриваются перспективы развития отношений КНР и ЕС в постковидный период. Ожидается, что во взаимодействии Пекина с Брюсселем будет доминировать идеологизированный жесткий подход с элементами прагматизма. Баланс в формуле «партнер, конкурент, соперник» будет зависеть от позиции США, а также от соблюдения ЕС «блоковой дисциплины». На первый план, по мнению авторов, выйдет конкуренция в сфере технологий. Кроме того, обострится борьба за политическое и идеологическое лидерство в меняющемся мироустройстве.

🔵Борейко А.В., Вернигора А.А., Кислицын С.В. Инфраструктурная конкуренция США и КНР в развивающихся странах
В статье проводится краткий сравнительный анализ американских и китайских инфраструктурных проектов. В качестве методологической основы выбран мир-системный подход, который позволяет установить объективные возможности и ограничения стратегий США и Китая как взаимосвязанных частей мировой экономики и политики. В первой части статьи описан мир-системный подход, а также положение КНР в современной системе международных отношений. Вторая часть посвящена китайской инициативе «Один пояс — один путь», в третьей проводится анализ встречных инициатив, выдвинутых Соединенными Штатами.

The article addresses the current confrontation between the United States and China in the context of the history of international relations and civilization expansions. The work demonstrates how most attempts to analyze the essence of this important phenomenon in modern world politics are based on too narrow a view: both from the standpoint of world history and the entire system of modern international relations. According to the author, the current Sino-US conflict is neither purely civilizational nor geopolitical, but it demonstrates that civilizationally united westernized world enters a period of political fragmentation, which in the modern foreign policy language is called multipolarity.

🔵A.Lomanov. To Foresee Black Swans, to Watch Out for Gray Rhinos. Xi Jinping Getting China Ready for a New Long March
This article discusses possible trajectories China may follow in its development after the 20th Congress of the Communist Party of China. Comparing various scenarios of China’s political development suggested by acclaimed Western experts with Xi Jinping’s latest statements, the author concludes that the chances for the country’s liberalization and democratization are slim. China will have to complete modernization amid growing confrontation with the West. If the CPC succeeds in addressing this challenge while maintaining acceptable growth rates and social stability over the next two decades, China will be able to change not only itself, but the entire world order.

🔵A. Lomanov. From reunification to national revival: China's contemporary approach to the Taiwan problem
The article provides a comprehensive analysis of China's contemporary approach to the Taiwan problem. According to the author, mainland China's past hopes to achieve reunification primarily through Beijing's material strength and prospects for economic integration are facing unforeseen obstacles, while political and cultural issues are becoming increasingly important. Beijing's old instruments of non-conflict rapprochement with the island are rapidly losing their effectiveness, while new mechanisms are slow to emerge. Therefore, the reunification scenarios offered to Taiwan are increasingly rigid and are reduced to a choice between retaining limited powers in the case of a peaceful scenario or losing even those powers if military force is applied.

The article discusses the prospects for the development of relations between the EU and China after the pandemic. The authors suppose that an ideologized rigid approach with elements of pragmatism will dominate in the EU–China relations in the post-crisis period. The balance in the formula of these relations “partner, competitor, rival” will depend on the position of the United States, as well as the EU’s compliance with the “bloc discipline”. Competition in the field of technology will be of key importance, but the struggle for political and ideological leadership in the changing world order will also become more acute.

🔵A. Boreyko, A. Vernigora, S. Kislitsyn. The Infrastructure Competition between the United States and China in Developing Countries
The article provides a brief comparative analysis of US and Chinese infrastructure projects. The world-system approach, chosen as the methodological basis, sets the objective possibilities and limitations of the strategies of the United States and China as interconnected parts of the world economy and politics. The first part of this article describes the world-system approach, as well as the position of the People’s Republic of China in the modern system of international relations. The second part is devoted to the Chinese Belt and Road Initiative. The third part provides an analysis of counterinitiatives put forward by the United States.
