I think many people have read the Bloomberg article about Russian fertilisers. If you haven't, I'll quote:

"Russian explosives makers use fertiliser firms to skirt sanctions

According to documents obtained by Bloomberg, Russia will receive shipments of chemical ingredients needed to make explosives ordered from fertiliser companies that have largely escaped international sanctions.

Tens of thousands of tonnes of nitric acid and nitric-sulphuric acid mixture were ordered for enterprises and factories controlled by Spetskhimiya JSC, one of Russia's largest explosives producers, the documents show. These contracts are one way of maintaining the country's military power despite severe economic constraints.

The orders for Spetskhimia-controlled enterprises were placed with subsidiaries of fertiliser producers EuroChem Group AG and JSC Uralchem, the documents show. These types of acids are key components of TNT, gunpowder and other fuel materials vital to Russia's war against Ukraine. However, EuroChem and UralChem have so far escaped the toughest US and European sanctions aimed at hampering Russia's war effort because the fertilisers they sell are critical to agriculture and the world's food supply.

Many of the 11 factories named in the documents as being due to receive the acids this year have been sanctioned by Ukraine's allies for aiding the Russian war effort. The plants also supply explosives for civilian use, and Bloomberg could not verify how much of their current operations are for non-military purposes.

Planning documents, which include order numbers, indicate that acid shipments have been confirmed and will be made throughout the year.

EuroChem "is an important part of global food security," the company said in an emailed comment. "Our products are intended for use in agriculture and civilian industry. The company is not part of the defence sector of the Russian economy."

"UralChem did not respond to requests for comment. Rostec State Corporation, the sanctioned state conglomerate that controls Spetskhim, also did not respond to a request for comment. The EU imposed sanctions on Spetskhimiya in June last year.

According to figures released by the European Commission, Russia supplies about a quarter of Europe's fertilisers, a business worth more than €5 billion ($5.4 billion) since Moscow's war against Ukraine began in February 2022. The bloc is working to impose punitive tariffs on some fertilisers from Russia and Belarus, although its ability to further restrict trade is limited by the need to prevent food supply disruptions.

On Tuesday, the US said that Russia and Ukraine had agreed to a ceasefire in the Black Sea, although the Kremlin said this would depend on easing sanctions on banks and other services involved in agricultural exports, including fertiliser shipments.

Nitric acid is the main ingredient in the plastic explosive RDX and nitrocellulose, a key component of gunpowder. Nitrocellulose, or gunpowder, is the most important ingredient in rocket fuel for modern missiles. As its name suggests, it is made from high-quality cotton, which is then soaked in a mixture of acids. Just one round of artillery ammunition requires about 12 kg (26 lb) of gunpowder.

Based on the volumes of nitric acid that are scheduled to arrive at Rostec subsidiaries this year, Russia will have the material to produce at least 6,500 152mm artillery shells a day this year, according to Bloomberg calculations. According to estimates published in 2024, Russia could produce or refurbish about 3-4 million artillery shells a year.

"Nitrocellulose can be used to make gunpowder as well as other non-military applications," said Bradley Martin, a retired Navy captain who studies military supply chains at US research firm Rand Corp. "Most munitions supply chains involve precursor materials that move around the world."

A mixture of nitric and sulfuric acids is used to produce trinitrotoluene, commonly known as TNT. Historically, the Russian military has also used it as a rocket fuel.

According to Mark Bromley of the Stockholm International Peace Research Institute, the findings call into question supply chains to the EU that continue to include large volumes of Russian fertilisers. "Sanctions imposed on Russia can and should be able to prevent economic actors from doing business with Rostec and its subsidiaries," he said.

EuroChem, registered in Zug, Switzerland, plans to supply about 40,000 tonnes of nitric acid through its Russian subsidiary to plants linked to Rostec, which is under sanctions by the Swiss authorities.

The documents indicate that Uralchem and Eurochem have the capacity to meet a significant portion of Russia's nitric acid and nitrogen-sulphuric acid needs this year.

"UralChem is controlled by the family of Dmitry Mazepin, an oligarch subject to European Union sanctions. In 2023, Russian President Vladimir Putin awarded Mazepin the Order of Alexander Nevsky, one of Russia's oldest state decorations.

EuroChem is linked to the family of billionaire Andriy Melnychenko. He withdrew from a trust that owns shares in EuroChem through a holding company after it was sanctioned by the US, EU and UK.

Both companies are major suppliers of nitrogen fertilisers. Nitric acid is mainly used to produce ammonium nitrate, a key component in the production of chemicals used by farmers.

According to Nick Reynolds, a defence researcher at the Royal United Services Institute in London, EuroChem and UralChem are so difficult to sanction because of their significant role in the global agricultural industry.

"These are commodities that are very difficult to control," he said. "Broader sanctions on these materials are unlikely to deter Russia. They will simply create new front companies in places where others are ready to fill the gap."

Supply plans reviewed by Bloomberg show that plants including the Sverdlovsk plant in Dzerzhinsk and the Biysk-Oleum plant are expecting deliveries this year. Many of these companies have been sanctioned by Ukraine's allies for supplying Russia's military industry, including Solikamsk's Ural plant, Tambov's Powder Plant, Perm's Powder Plant and Kazan's State Powder Plant.

"Rostec is subject to US and EU sanctions. The state-owned company is headed by Putin's long-time ally Sergei Chemezov, who served with the current Russian president in the KGB in East Germany in the 1980s."

Comment. Do the EU's intelligence services understand that Russia has actually turned fertilisers into a camouflage cloak for the Russian military-industrial complex?
