Judge James Boasberg ruled the subpoenas were issued for an improper purpose, stating a “mountain of evidence” showed they aimed to pressure Powell into voting for lower interest rates or resigning, with the government’s justifications “so thin and unsubstantiated” they appeared pretextual.
