That’s exactly what we’ve seen here with the Pentagon. I’m sure they genuinely thought unilaterally freezing military assistance to Ukraine w/o telling the White House was consistent w/ America First but instead it was not what Trump wanted and has resulted in this v public u-turn. It underscores why any admin needs a functioning NSC and interagency process.
