@deaidua: Money is fungible. Ukraine can use the $20 billion from the US via the World Bank to cover their non defense budget and use their own revenues for defense.

@deaidua: Congress did not authorize $10 billion in Foreign Military Financing loans for Ukraine as the Biden Admin had belatedly requested. So they had to funnel all the money through the World Bank, which doesn't allow for funds to go directly to defense.
