A report by the Organisation for the Prohibition of Chemical Weapons (OPCW) detailed the process that an OCPW Technical Assistance Visit team took to confirm the use of chemical weapons in the Dnipropetrovsk region this past September. Ukraine requested that the team be deployed after September’s incident. They presented their findings to the Ukrainians, who in turn asked that the full report be released.

The president of the unrecognized republic of Abkhazia Aslan Bzhania and Prime Minister Alexander Ankvab are resigning, following negotiations between the opposition and Abkhazia's leadership.

According to the agreement, protesters should leave the government building complex in Sukhumi on November 19. If not, Aslan Bzhania will retract his resignation.

The current vice president, Badra Gunba, is set to become the acting president of Abkhazia.

🇺🇸🇺🇦 @nickschifrin presses Jake Sullivan on whether the Biden Admin could have been more decisive in supporting Ukraine with major defense equipment (tanks, F-16s) earlier in the war.

Sullivan says none of that matters, and that Ukraine's own manpower shortages are to blame.

Evidently Jake never considered that Ukraine needlessly suffered casualties that they otherwise would not have, had they been provided that equipment early in the war.

Ukrainska Pravda reports that President Volodymyr Zelensky's Internal Resilience Plan "aims to overhaul mobilization and recruitment strategies, develop and scale the production of advanced weaponry, protect energy infrastructure and the power grid, and attract both domestic and foreign investment into the Ukrainian economy. It also outlines modern policies on civilian weapon circulation, the establishment of a Ministry for the Unity of Ukrainians, and the effective integration of military personnel into civilian life."
