A report by the Organisation for the Prohibition of Chemical Weapons (OPCW) detailed the process that an OCPW Technical Assistance Visit team took to confirm the use of chemical weapons in the Dnipropetrovsk region this past September. Ukraine requested that the team be deployed after September’s incident. They presented their findings to the Ukrainians, who in turn asked that the full report be released.
Excerpt from the OPCW report:
