Novoshakhtinsk oil refinery - is/was the only operating refinery in the Rostov region. There were two AVT units, each with a capacity of 2.5 million tons of oil per year, for a total of 5 million tons per year. If both were damaged it might mean that the unite oil refinery is disabled.

Official statistics of the Novoshakhtinsk oil refinery. In 2023, the refinery was able to process 4.8 million tons of oil. For the first quarter of 2024 so far 1.2 million.
As stated on the official website, the maximum capacity is 5.6 million tons of oil per year. The total volume of oil refining in Russia in 2020 amounted to 270 million tons.
If two AVT installations were damaged during the attack, which looks likely, then Russia lost up to 2 percent of its pre war total oil refining capacity.
