Offensive minefields are laid to target and restrict enemy naval vessels. The effect these minefields then has on merchant traffic is byproduct of the original, legal, use.

That said, I do hope my concerns are unwarranted, but the topic is important so I felt it was necessary to speak up.

Yes, the refurbishment of M57E1s are for USA, they ordered +1,500 of them several years ago. However, ATACMS is still being made. We can try to see if there are more accurate up to date 2023 ATACMS production numbers.

With good planning, USV operations can be managed in a way that generates effect, also economic, without crossing the line and backfiring.
Also worth noting that if Russia starts escorting or running convoys, merchant ships under escort becomes legal targets.
