If someone is determined to have a go, there are ways for Russia to try and solve this task while minimizing risk to their own surface ships from Ukrainian shore based anti-ship missiles.

Only one's I can see attempting to challenge the declaration would be Ukraine, with smaller ships or barges close to shore, into Romanian TTW.
