This echoes similar a statement by the Chief of the Norwegian Navy, on "more unpredictable" and "more aggressive" Russian sub operations.

As what to make of it, I'm not sure.

I do not automatically think seabed infrastructure.
Going by my own tracking of Northern Fleet sub activity, the subs in question are likely SSNs / SSGNs.

Unfortunately, the answer to the mystery is likely beyond the reach of open sources.
