These types of statements really aren't helpful:

"One senior U.S. official said there were new, troubling developments involving Russia’s nuclear arsenal. The official asked for anonymity and declined to provide any details, given the sensitivity of the issue."

Either you provide enough details so we can deduct what this actually could imply, prehaps also add some context, or you keep quiet!

On it's own, statements such as this one aids the Kremlin in spreading nuclear anxiety.

I don't think we should dismiss the possibility that Russia could use a tactical nuclear weapon, but it is hard to think they would do so unless the situation was far more critical (e.g. their lines completely collapse or Ukrainian forces are poised to enter Crimea).

A nice map showing the expected SLBM(s) from the Barents, and ICBM(s) from Plesetsk, to Kura, for the live-fire part of Grom.

Grom is a normal Russian exercise, held annually, but these aren't normal times.

Expect Russia to exploit this for fear-mongering propaganda.
