An update from the head of Luhansk regional administration, Serhiy Haidai:

- Russian troops are on the outskirts of Lysychansk, but there is no talk of street fighting yet;

- Russian forces shell the city from several directions.

- Lysychansk is not surrounded;

- People are advised to stay in shelter at all times, as evacuation is currently impossible;

- Surrounding roads are being mined remotely by the enemy.

- Russians appointed a "head" of Severodonetsk, who has 9 classes of education, a person who doesn't how to manage the city at all;

- Occupiers will not restore the infrastructure in the regional center [Severodonetsk], because they completely destroyed it.
