As long as Russia is advancing on the battlefield, able to sustain the war, and believes time is on its side, Moscow is unlikely to feel any sense of urgency to sign a peace deal unless it is very unfavorable for Ukraine, which Kyiv probably would not accept right now. I'm skeptical that Moscow would accept the terms of the initial 28-point plan or the European counterproposal.

I suspect Putin would not accept the plan as stated, particularly as Russian forces are still advancing on the battlefield. He will likely continue to demand greater cuts to the Ukrainian military and deep strike capabilities.

From Moscow's perspective, there are questions about whether Ukraine will continue to receive sufficient military aid from Western partners, whether Ukraine will receive enough financial assistance to cover its budget deficit, and whether Ukraine can stabilize the manpower situation on the front line. The corruption scandal has likely strengthened its view that Ukraine is vulnerable. Why would Moscow accept a deal with the current front line if it is advancing? It is vital that Ukraine and its foreign partners address these problems to set the conditions for successful negotiations, otherwise the war will probably continue.
