Did someone forget to tell Trump that the US Navy launched 4 Trident II's just a little over a month ago?

I dislike overanalyzing Trump's statements and posts but the one in question is open for interpretation (fortunately).

If actual nuclear testing resumes, China is set to gain the most.
If any one of the "big three", US, Russia and China, tests, I think the other two will follow.

The US triggering a new era of live testing would be a mistake, regardless of which admin that makes such a stumble.
