Due to European fragmentation and the uncertainty injected by the rise of the far right in many countries, incl the existing nuclear powers, perhaps the best core group for an alt security arrangement is the Nordics.

For new nuclear states to have an effective deterrent, especially against Russia, one needs much more than a handful of warheads.

One needs survivable delivery means, in sufficient quantities and with sufficient range, survivable NC3 and the ability to deliver unacceptable damage (which leads to many new discussions).

It would likely mean counter value targeting and going nuclear early in a conflict, something which runs quite contrary to the current moral, ethical and political values in a lot of countries.

I think a minimum deterrent against Russia would have to be at the level of the French, British and what the Chinese had before they started their recent nuclear buildup.

This is why I have singled out French extended deterrence as the best option now.

Their air component offers flexibility and it's easy to integrate allies in a supporting role.

There are some good material to be found in UK archives on this.

I'm not familiar enough with French doctrine or historical discussions, so I don't know if there is help to be found there.
