The United States itself is notably only spending about 3% on defense right now. No chance that anyone in Europe, aside from Poland, is going to be working towards 5% unless the US is leading from the front on this. There is increasing support for raising the floor from 2% to 3% though.

@deaidua: Why? Poland is already above 4%. Baltic countries will hit 3.5% in the next 12-24 months. Scandinavia could do this within 4 years or less easily.
