"there is no executive agent or proponent [for EW] designated at the highest level of the Army to ensure appropriate resourcing of critical functions, equipment, training, and staffing."
A Deputy Assistant Secretary for EW, reporting to ASA(ALT) could be created for this.

"The Army makes operational and resourcing decisions based on analytical data that supports value to the warfighter, but its EW discipline lacks this analysis capability."

Lots of lessons to be learned in Ukraine on how to do this when fighting a peer adversary.

"The Army needs to continue to reduce the obstacles to effective EW caused by Title 10/Title 50 policy distinctions"
This is something that they really need to elaborate on. Congress can't fix problems that haven't properly been identified. @SecArmy

Given the nature of EW, it is difficult to ascertain battle damage assessment of systems that have been subjected to electronic attack. As such, novel techniques may be required to determine if the Army’s electronic attack was effective [against] adversary capability.

I’ve recently had less time and motivation to tweet, while a few days ago my ancient laptop after too many resurrections finally died on me. So I’ll be away for awhile, other than odd phone retweets. Sorry if I miss comments and messages on all platforms. When I’m back I plan to be more on Bluesky - unless X transforms or EMO goes into a monastery. I’m hoping Bluesky will be more like Twitter pre-EMO - we’ll see. I won’t delete my X account for now - lots of good historical info in my threads on Ukraine, Nagorno-Karabakh and Syria which I will still draw on and I hope others will use. Hope to see you again soon.
