In short, Storm Shadow/SCALP-EG missiles were originally developed and built without ITAR components. Due to internal restructuring, MBDA temporarily used US components, which subjected them to ITAR restrictions. However, after the US vetoed an export to Egypt, France replaced these components again.

In any case, ITAR restrictions apply to export control but do not govern the use of these weapons once exported.

Therefore, even if Storm Shadow/SCALP-EG missiles in Ukraine's arsenal include US components, it doesn't make a difference. We already discussed all of this a year ago in the context of Taurus. https://twitter.com/UBannow/status/1835271834364674550#m
