The problem is that Storm Shadow and SCALP-EG stockpiles are significantly smaller than USA’s ATACMS and JASSM stockpiles. In fact, there are over twice more ATACMS that the US has than all the Storm Shadows and SCALPs UK and France have combined.
US has +2,200 ATACMS missiles
US also has +11,000 cruise missiles like JASSM, JASSM-ER, SLAM-ER, and Tomahawk
Both UK 🇬🇧 and France 🇫🇷 have around 1,000 or less SCALP-EG cruise missiles as of today. France has supplied Ukraine 50 of their 345 SCALP-EG last year, and will or has supplied 50 more SCALP this year. While the UK has supplied well over 100 Storm Shadows to Ukraine, around 150-200 or more from their 830 Storm Shadow stockpile at the start of the war.
Meaning that UK and France have given Ukraine around 250 to 300 SCALP-EG and Storm Shadow missiles, and have around ~900 missiles (+/- 100) remaining. The US has supplied Ukraine with 150 to 200 ATACMS. While the US alone has +2,200 ATACMS and +11,000 cruise missiles with a range of ~300km, 370km, 925km, and over 1,700km. US currently has a production rate of around 750 cruise missiles, 120-140 PRSM, as well as 100 other long range missiles per year. They also have 450 more ATACMS on order.
The conclusion here is that US has given almost none its long range missiles to Ukraine while France and UK are giving whatever they have to help Ukraine. US has sent only 1.1% of its long range missiles to Ukraine, the worst and oldest ones they have while UK and France have sent 1/3rd of their SCALP-EG and Storm Shadows while having 14-15 times less long range missiles than the US has. Germany has 600 Taurus, they have sent none of them to Ukraine, and refuse to restart production of the Taurus cruise missile. Italy also has around 180 SCALP-EG, Storm Shadows.
It’s important for Ukraine to be allowed to strike Russia at least 300km without restrictions with ATACMS and JASSM missiles, because UK and France don’t have many missiles they can send to Ukraine, strikes in Russia with only SCALP-EG and Storm Shadows would not yield significant results and would be severely limited, they need to be combined with ATACMS and JASSM missiles to have lasting effects. US is more than capable of suppling several hundreds of ATACMS and JASSM missiles to Ukraine

Then US gave Ukraine +150 ATACMS from March to May, now aid packages are small and ATACMS strikes have ceased for nearly 2 months

But Germany feels no pressure, if US does not make big decisions, Scholz’s feels no need to do it either.
