@auonsson: I don't know how big a risk this ship actually represents but if it blows up in it's currently position, it will highly unlikely affect said installations.

Dangerous cargoes pass outside and along our coast every day, including on Russian flagged ships going to and from Russian ports.
Placing it alongside in Tromsø wasn't a good decision though.
