The legislation mandates that non-governmental organizations (NGOs) and independent media receiving more than 20% of their funding from foreign sources register as "foreign agents." These entities will be subject to oversight by the Justice Ministry and could face substantial fines if they fail to comply.

Critics have labeled the legislation the "Russia law," drawing parallels to a similar 2012 Russian statute that has been employed to stifle dissent and restrict civil liberties. Concerns have been raised that the Georgian government could use this law to suppress opposition and curtail freedoms.
