This is what they say is the Ukraine Aid Bill that Johnson plans to put up
USAI means orders of military equipment for Ukraine; the amount is about the same as the Senate Bill $13.8 billion
The economic aid of $7.85 billion is similar to the Senate Bill
$19.85 billion is to replenish equipment, but that does not mean the US can send $19.85 billion of military equipment to Ukraine. The Senate Bill had around $8 billion in Presidential Drawdown Authority, meaning the President could directly take $8 billion worth of weapons from US stockpiles and send it to Ukraine immediately, then use the replenishment funding to replace that equipment for the US.

It looks like they are copying from the Senate Bill, which had precisely $13.8 billion in USAI, and the number for economic aid was exactly $7.85 billion, which matches the House bill.
