I see a tendency to overestimate the impact of recent Ukrainian strikes on the Black Sea Fleet use of Sevastopol.
There was some dispersal in the aftermath but as you see here from the 2nd, Sevastopol isn't empty.

If true, just two combatants remain in Tartus.

There has been an ebb and flow from Sevastopol to other bases the whole war, especially after Ukrainian attacks, but then the deployments tend to return to normal patterns.
While there are more ships in Feodosiya now, we need more time to make any hard conclusions on this.

Recent absences of the special purpose submarine Belgorod from Severodvinsk based on Sentinel-2 imagery.
The Belgorod was missing for a short stint in mid August, before departing between August 27th and 30th and returning again between September 27th and October 1st.

@DefenceGeek: The Nordic flagged and controlled merchant fleets remains substantial. NORTRASHIP still exists in a modern format in Norway.
Sadly few Norwegian merchant mariners left on the ocean-going fleet.

@Varsevan: There's a general lack of initiative and creativity from the Black Sea Fleet, caused I think by both leadership and systemic issues.
There could also be unclear missions and guidance from Moscow on what exactly the Fleet is supposed to do that adds to the issues above .
