Unless modified, using an EPRIB as a target marking device is a strange practice as the Russians won't be the only one hearing this.

With a known frequency, monitoring for the presence of transmitting EPIRBs can be done with a basic handheld UHF.
MultiPSK on a laptop and a SDR and you can decode it.
