Try to encircle whole brigades/divisions. Aim to achieve mass surrenders so the rot sets in. Film to undermine morale.

Important to add some nuance. There are more military bases in these regions, and that is often because of strategic reasons (e.g. the Caucasus). A military salary isn't competitive in areas with a high cost of living, which is one reason Moscow-based units had serious shortages.

Conscripts from poorer regions will often only sign a contract to continue serving if they can return to their home regions (and not Moscow). Russia sent units from every part of Russia and the Moscow-based 1st Tank Army was immediately committed and suffered heavy losses.

A more useful research question is whether men in poorer regions were disproportionately conscripted as part of mobilization. That will require a detailed look at the data though.

@yaneznaiu1 Actually, the poorest zip codes in the US are underrepresented in the US military. And many bases are in locations because of the aftermath of the Civil War.
