In the 80s and 90s, Norwegian F-16s routinely operated from our network of short runway airports (800m - 1500m runways).
Norwegian F-16s had drag chutes, some other countries had this as well, and short runways naturally limits the payload that can be carried.

Also keep in mind that many of these losses are from Soviet-era anti-tank mines, which remains a quite effective weapon.
