The VDV VK page claims that Major General Anatoly Kontsevoy has been promoted to the Chief of Staff of the VDV. He previously commanded the 45th Spetsnaz Brigade. He deployed to Kazakhstan in January and previously to Syria. 3/

I take this as an indication that the Pyotr Velikiy won't head to the main naval parade in St. Petersburg.
