While I think our reservation on bases from '49 should be scrapped now, in practice it doesn't do much harm.

@lckg111234 I don't know yet for today. I need to call someone I know near there and look at sources. I'll post a new map about it today. Right now I am making a map for Mykolaiv and Kherson. Also I think this map I have up now is very correct for the most part. No maps are the same.
