This part of Shoigu's report is important. If Russian officials try to sell reduced objectives, they will likely emphasize that Mariupol was Azov's capitol (i.e. denazification) and that Tochka-U from there could target Russia and the rest of the Donbas.

Obviously, Russia had more ambitious objectives, but, by taking Mariupol (it isn't fully captured yet), Russian officials can argue they have met some of the announced objectives of the war: to protect civilians in the Donbas and Russian territory from ranged weapons.

But without achieving greater objectives, I think many Russians wouldn't consider this worth the heavy costs Russia has sustained in this war.
