I would bet on neither of them happening. It's all just wishcasting. The Ukrainian Armed Forces have severe material shortages right now that need resolving. That's a much more important place to put scarce procurement money.

I believe Ukraine's hope is that these LOIs encourage the EU to liquidate Russia's frozen assets, because there's no way this gets financed otherwise. Even if they do take that step, the most immediate RoI is of course investing those funds into their own DIB, and buying ammunition off the shelf from the US.
