Some years prior to the large scale invasion also featured a lot more general purpose forces, as did the pre-invasion strategic exercise.

"The unannounced U.S. move to enable Kyiv to use the missile in Russia comes after authority for supporting such attacks was recently transferred from Defense Secretary Pete Hegseth to the top U.S. general in Europe, Gen. Alexus Grynkewich."
