@redbirdsglory: They don't lack ambitions for the Navy, but I think inter-service competition for the money will be fierce, and then there's the shipbuilding industry constraints.

The wise move would be to focus on subs and frigates and smaller warships, what they are putting out today.

Another issue is that the Soviet built ships and subs will eventually reach the end of their service lives, perhaps without direct 1-1 replacements.
