I should also add that though this policy directs the issuance of stop work orders on existing contracts where funds have already been obligated, I consider it a very low probability scenario that this can apply to anything related to FMS, as those contracts are managed by the DoD, not State. Even for Direct Commercial Contracts (DCS funded by FMF), I would be surprised if prime contractors were told to stop work.
President Trump would get a lot of very angry phone calls very quickly if that happened.
