Look into the election cycle, he was elected for his character and personality and didn’t really have any detailed plans for Ukraine. You can equate it similar to Trump winning in 2016, a lot of populism a lot of promises. Then his approval rating dropped under 50% within 2 years. It had nothing to do with Crimea, just promises to Ukrainians that he would improve their lives.

🇺🇸 The Army has posted a new RFI seeking sources that can integrate an Active Electronically Scanned Array radar onto a standard AH-64 Apache weapons pylon.
The Army has been talking about putting an AESA on Apache for at least a decade. Leonardo is one of the few vendors that currently has an AESA fielded on a rotary wing platform (Osprey on AW101).
Integration with other Army aircraft (UH-60 Black Hawk, CH-47 Chinook, FLRAA and fixed wing platforms too) is also of interest though.
"Desired capabilities include Fire Control, Pilotage, Pilot aid in Degraded Visual Environments (DVE), Pole/Tower and Cable Detection, Airborne Hazards, Terrain Following (TF), Terrain Avoidance (TA), and Shoreline mapping using Augmented Reality (AR) techniques."
The Army's intention is to select vendors in May, who will get the opportunity to demonstrate their solutions on an Apache at Redstone Arsenal in Q4 CY2025.

It contained around $7.85 billion of economic loans. US is forgiving $4.7 billion which they probably gave to Ukraine 🇺🇦
