In short, Storm Shadow/SCALP-EG missiles were originally developed and built without ITAR components. Due to internal restructuring, MBDA temporarily used US components, which subjected them to ITAR restrictions. However, after the US vetoed an export to Egypt, France replaced these components again.
In any case, ITAR restrictions apply to export control but do not govern the use of these weapons once exported.

1: sign purchase orders for tens of millions of artillery shells, no more half assing with buying a few hundred thousand at a time.
2: sign contracts to dramatically increase production of patriots + missiles
3: supply 100 ifvs to ukraine per month
4: purchase enough ew for every brigade + every major front line city.
5: supply enough engineering equipment (dozers, excavators, etc) to form engineering brigades + equipment for each battalion
6: fund ukrainian drone manufacturers to help them scale production
i think all of these can be accomplished immediately through joint funding of united states, canada, and europe.
stop wasting money on stupid national projects and stop pretending your money has to be spent in your own country. just end the damn war for fucks sake
