60% seems very high. I haven't seen that many photos of the wreckage of Russian cruise missiles that failed to detonate, and you would expect to see plenty if 60% was accurate (the photo below is of a Tochka-U 9M79-1 that wasn't fired).

A train with Russian military equipment, which was spotted earlier in Gomel, arrived in Yelsk (Gomel region). There were 20 flatbed trucks, a medical KamAZ, and one infantry fighting vehicle.

An-124 of the Russian Aerospace Forces (reg. number RA-82040) landed at the airfield in Machulishchy (Minsk region).
It should be noted that such aircraft delivered a batch or Tochka-U tactical ballistic missiles, Iskander missiles, and other ammunition.

@lauferdaniel They had some duds in Syria as well. No doubt there are issues with Russian PGMs but 60% seems high to me.
