They are the ones allocating and spending the money. For example, the Ukrainian MoD misallocated part of the $326 million in funds for food. Zaluzhnyi gives a good portion of his own money to help Ukraine.

Zaluzhnyi controls mainly the weapons Ukraine receives from foreign countries and how Ukraine uses them and military operations because he is the lead General, he does not deal with money as much.

He’s the most trusted and respected person there is in the military and in the entire country.
