@Waxto: I doubt it as the film shows the guy moving his legs and it looks like it landed at least 7 meters away. The RU source says he was wounded but also mentions: 'Bottom line: minus 2 enemies', but if so thats not visible in the film beyond a 2nd guy sheltering in a nearby fox hole.

In this case the attack was against Ukraine. The shahed likely exploded in Romania after it was hit or by accident.
