Judging by how the field near the village looks like, we can conclude that the base has been there for a long time.
Moreover, given that the supply base and the military hospital are located in Naroulya,this may be some kind of communication center and a missile launch point.

It is worth noting that one of the trucks was full of ammunition, including at least 8 MANPADS missiles and stocks of small arms ammunition; the two seen can be identified as likely to be 9M39 missiles for the 9K38 Igla system. These can be reused.
