I do believe planners across NATO has done some thinking on that.

For me, I would judge such a strike according to the Norwegian "Poster on the wall", and that would mean Russia by doing so declares war on NATO, with all the risks that means.

I do believe Russia at the current time tries to restrict the war to Ukraine, so does many Western intel agencies.

If the West offers no leeway if NATO territory is hit, and say so in advance, Russia can and will be deterred and the war contained to Ukraine.
