My interpretation, based on the Tass article, is that the new diplomatic clearance regime is for territorial waters, meaning the straits such as Kara Gate, Vilkitsky Strait, Sannikov Strait and Dimitry Laptev Strait.

While a notable development, the practical impact may be low.

At the moment, it’s flying towards Minsk. It’s unknown who is on board.

However from a practical perspective, I suspect none to very few Western state vessels have ever sailed through them.
