Khodakovsky says the plan was to conduct an offensive in two directions, but he and the brigade commanders realized they didn't have enough forces. So senior commanders ordered them to just assault Pavlivka, which meant Ukrainian forces weren't stretched.

He says the 40th Naval Infantry Brigade's two battalions were stretched over tens of km of the front, which meant they could commit few forces for an offensive. He says its commander is now being blamed even though the failure was from planning mistakes.
