Российские власти задумали испытать криптовалюту в специальных «песочницах»☝️

Эксперты Министерства экономического развития РФ разработали законопроект о создании так называемых «песочниц» для тестирования инноваций.
Как уточняет газета «Известия», данный документ был внесен на рассмотрение Государственной думы еще 17 марта. Ведомство предлагает испытывать любые инновации в специальных зонах или «песочницах», где будет минимальное административное и фискальное давление.
Авторы законопроекта предлагают проверить эффективность внедрения цифровых технологий в работу транспорта, медицинских учреждений, промышленных предприятий, гособслуживания и образовательных заведений.
🔺Криптовалюты являются отдельных пунктом документа. В нем говорится, что сделки с токенами нужно осуществлять в рамках такой «регуляторной песочницы», чтобы затем можно было подвести итоги работы и оценить целесообразность масштабного внедрения цифровых активов на территории России.
Помимо криптовалют Минэкономразвития предлагает испытать продукты, разработанные на базе блокчейн-технологий. Тестирование инноваций в сфере финтеха будет курировать Банк России.
Отметим, что в конце прошлого года глава ЦБ Эльвира Набиуллина заявляла, что регулятор уже тестирует операции с монетами, обеспеченными реальными активами. Параллельно Центробанк РФ изучает варианты запуска собственного токена.
❗️В то же время ЦБ выступает против добычи криптовалют на территории России. Соответствующее положение может быть внесено в законопроект о так называемых цифровых активах.

Experts of the Ministry of Economic Development of the Russian Federation have developed a bill to create the so-called sandboxes for testing innovation.
As the newspaper Izvestia clarifies, this document was submitted to the State Duma on March 17th. The agency offers to test any innovations in special zones or "sandboxes" where there will be minimal administrative and fiscal pressure.
The authors of the bill suggest checking the effectiveness of the introduction of digital technologies in the work of transport, medical institutions, industrial enterprises, public services and educational institutions.
🔺 Cryptocurrencies are a separate paragraph of the document. It says that transactions with tokens should be carried out within the framework of such a “regulatory sandbox”, so that then it would be possible to summarize the work and assess the feasibility of large-scale implementation of digital assets in Russia.
In addition to cryptocurrencies, the Ministry of Economic Development offers to test products developed on the basis of blockchain technologies. Fintech innovation testing will be overseen by the Bank of Russia.
Note that at the end of last year, the head of the Central Bank Elvira Nabiullina said that the regulator is already testing operations with coins secured by real assets. In parallel, the Central Bank of the Russian Federation is studying options for launching its own token.
❗️At the same time, the Central Bank is opposed to the extraction of cryptocurrencies in Russia. The relevant provision may be introduced in the bill on the so-called digital assets.
